SHE-LEAPS Launches Digital Push for Rural Women-Led Enterprises

The new national platform will track women-led farm and non-farm enterprises, support financial inclusion and strengthen the government’s expanded Lakhpati Didi mission.

The Government of India has launched SHE-LEAPS, a digital platform designed to support the creation and growth of women-led enterprises across rural India.

The name stands for Self-Help Entrepreneur-Livelihoods and Enterprise Application for Prosperity and Sustainability.

Launched on 29 June 2026 at the Rashtriya Gramin Vikas Sammelan in New Delhi, the platform will bring enterprise creation, operational records, financial information and performance monitoring into a common digital system. It will cover women-led businesses in both farm and non-farm sectors.

What will SHE-LEAPS do?

SHE-LEAPS has been created for women associated with Self-Help Groups under India’s rural livelihoods network.

The platform is intended to:

  • create digital profiles of women-led enterprises;
  • record their livelihood and business activities;
  • monitor income and enterprise performance;
  • strengthen access to financial inclusion;
  • connect rural producers with formal value chains;
  • help governments identify where businesses need further support.

It will capture real-time enterprise information across sectors and track a woman entrepreneur’s journey from the creation of a business profile to the monitoring of its performance.

The platform is expected to improve visibility into economic activity that can otherwise remain scattered across local records or entirely outside formal business data.

Built into the LokOS rural livelihoods system

The SHE-LEAPS mobile application has been developed by the Digital India Corporation and implemented through LokOS.

LokOS is used to digitise the activities of community-based institutions such as Self-Help Groups, Village Organisations and Cluster Level Federations. It records information including membership, financial transactions, livelihood activities and links with government programmes.

SHE-LEAPS adds a more focused enterprise layer to this system. Instead of recording only whether a woman belongs to an SHG or receives programme support, the platform can track whether her enterprise is operating, earning and growing.

Rollout planned across 34 states and Union Territories

SHE-LEAPS will be implemented across 34 states and Union Territories, working with State Rural Livelihood Missions.

The real-time information generated through the platform is expected to support monitoring at local, state and national levels. It can also help policymakers identify regional gaps, assess enterprise performance and design more targeted interventions.

The rollout comes as the government expands its wider rural women’s entrepreneurship agenda.

Change in Content previously reported on the National Campaign on Entrepreneurship for rural women, which aims to train 50,000 community resource persons and provide entrepreneurship-development support to 50 lakh women associated with SHGs.

Link with the Lakhpati Didi mission

SHE-LEAPS will also support the Lakhpati Didi initiative by tracking women’s income progression and the performance of their enterprises.

The government has increased the Lakhpati Didi target from three crore to six crore women and has announced plans to release ₹10 lakh crore over five years to support their economic advancement.

The digital platform is expected to help authorities assess whether women are moving beyond participation in SHGs towards sustained annual income and viable enterprise ownership.

This policy direction is also backed by higher public spending. Change in Content earlier examined the 20% increase in the DAY-NRLM allocation in Budget 2026–27, which raised the programme component to ₹17,280 crore.

The Change Ahead

SHE-LEAPS represents a shift from counting women enrolled in livelihood programmes to tracking whether their enterprises survive and grow.

Its usefulness will depend on the quality of the data entered, the ease with which grassroots workers can use the application and whether the information leads to timely access to credit, markets, training and institutional support.

For rural women entrepreneurs, a digital profile alone will not create a successful business. Its value will emerge when that profile helps the system recognise what the enterprise needs next.
