Women are no longer merely catching up in India’s colleges and universities. On one of the country’s main measures of access, they have moved ahead.
The Centre has informed Parliament that women’s participation in higher education continued to rise over the past three academic years. Female enrolment increased from around 2.06 crore in 2021–22 to approximately 2.23 crore in 2023–24. During the same period, the female Gross Enrolment Ratio rose from 28.5 to 31.2.
GER measures the proportion of people aged 18 to 23 enrolled in higher education. A female GER of 31.2 means that nearly one in three women in that age group was enrolled in a college, university or other higher-education institution in 2023–24.
The number is still well below India’s overall National Education Policy goal of a 50% higher-education GER by 2035. Yet the direction of change is significant. The latest All India Survey on Higher Education shows that the female GER has exceeded the male GER for seven consecutive years. In 2023–24, women’s GER stood at 31.2, compared with 28.9 for men.
What do the latest higher-education figures show?
India’s total higher-education enrolment crossed 4.5 crore in 2023–24, according to the latest AISHE data released by the Ministry of Education. Women accounted for approximately 49.7% of all enrolled students. The Gender Parity Index stood above one, indicating that women’s participation was higher than men’s relative to their respective populations. The improvement is not confined to overall numbers.
Women’s participation in STEM education has also increased. Government data places women at around 43% of total STEM enrolment, while additional seats introduced in the Indian Institutes of Technology and National Institutes of Technology have helped raise women’s representation in those institutions from below 10% to more than 20%.
That shift challenges the old assumption that women’s higher-education growth is limited mainly to arts, humanities or traditionally female-dominated courses.
Change in Content previously examined how India’s female STEM enrolment has risen above the global average. The numbers show a larger pool of women entering scientific and technical education, even though their representation remains uneven across particular disciplines and institutions.
Participation among historically disadvantaged communities has also grown. Female enrolment among Scheduled Caste students rose substantially over the past decade, while the GER for SC women increased from 18.1 in 2014–15 to 26 in 2021–22.
These gains suggest that the expansion is reaching beyond one narrow urban or social group. They do not mean that geographical, financial and social barriers have disappeared.
Women’s participation in higher education: What is driving the rise?
The Centre attributed the increase to policy support, financial assistance and institutional expansion.
One major intervention is the Pradhan Mantri Uchchatar Shiksha Abhiyan, or PM-USHA. The scheme supports State universities and colleges, with particular attention to districts facing low enrolment, poor gender parity and limited participation among women and disadvantaged communities. Its focus districts may also include aspirational, border and Left-Wing Extremism-affected areas.
The intention is to bring higher education closer to students who cannot easily relocate to large cities.
That matters disproportionately for women. A family may support a daughter’s education when a suitable college is nearby but resist sending her to another district because of travel, housing costs or safety concerns. A new institution, hostel or reliable transport connection can therefore change more than physical access. It can alter whether higher education is considered possible at all.
Financial support also forms part of the strategy. Existing measures include the AICTE Pragati Scholarship for women in technical education, postgraduate scholarships and the Savitribai Jyotirao Phule Fellowship for single girl children pursuing doctoral research.
The Government has also cited fee reductions, additional institutions and priority access to national scholarships for students from financially weaker backgrounds as measures intended to widen women’s access.
None of these interventions works independently. A scholarship may cover fees but not accommodation. A college may exist nearby but lack the course a student wants. A seat may be available while safe transport is not.
The increase in enrolment is therefore best understood as the result of several barriers being lowered together.
Uttarakhand shows how widely outcomes can differ
National averages conceal substantial variation between States.
The Centre told Parliament that women’s enrolment in Uttarakhand rose from about 2.82 lakh in 2021–22 to 3.24 lakh in 2023–24. The State’s female GER increased from 43.7 to 51.7 during that period, considerably above the national female GER of 31.2.
A female GER above 50 means that more than half of the State’s women in the relevant age group are participating in higher education.
The contrast with the national average shows why India cannot depend on one nationwide number to judge progress. Participation remains influenced by the availability of institutions, household income, social norms, school completion, transport and the range of courses offered locally.
The policy question is no longer only whether India can increase women’s enrolment. It is whether States and districts with lower participation can identify and reproduce the conditions behind stronger results elsewhere.
More women in college is a major gain. It is not the final outcome
The latest numbers deserve recognition.
For generations, higher education was more readily available to sons. Daughters faced earlier marriage, household work, financial restrictions and doubts over whether a degree would lead to employment. Rising female enrolment indicates that more families now consider women’s education valuable and more young women expect to continue studying beyond school.
But enrolment is the beginning of the journey. India must also examine:
- How many women complete their programmes;
- Which disciplines they enter;
- Whether they progress to postgraduate study and research;
- How many find work matching their qualifications;
- What they earn after graduation;
- Whether marriage and care responsibilities interrupt their careers;
- How women from rural and lower-income households fare after admission.
The education-to-employment gap for women remains one of the more difficult parts of this story. More women are entering and completing higher education, but their qualifications do not always translate into sustained workforce participation.
The same gap appears within STEM. Women represent a substantial share of students and graduates, yet their presence falls in core engineering, specialised technology and senior scientific roles. Women’s STEM enrolment is rising, but the employment pipeline remains uneven.
A country can achieve gender parity in classrooms while continuing to lose women between the degree ceremony and the workplace.
What must improve next?
The next phase of policy should protect access while paying greater attention to outcomes.
Build safe and practical infrastructure
Hostels, transport, functional toilets, secure campuses and affordable accommodation can decide whether a woman accepts a seat and remains enrolled.
Infrastructure should also account for students with disabilities, pregnant students, young mothers and women travelling from remote areas.
Expand access to high-growth disciplines
Women’s overall participation may be strong while they remain concentrated in courses with weaker employment outcomes.
Colleges need stronger career guidance, laboratories, industry exposure and mentoring that help women enter engineering, data science, finance, advanced manufacturing, climate technology and other expanding fields.
The progress reported in JEE Advanced 2026, when more than 10,000 women qualified for the first time, shows what can change when targeted seats and preparation widen access. The same attention must continue after admission.
Track completion and employment
Data should accompany enrolment targets on dropout, graduation, internships, placements and earnings.
A college should not be considered inclusive merely because women enter in large numbers. It must also examine whether they finish their courses and receive comparable access to opportunities afterwards.
Support women through transitions
The move from school to college, undergraduate to postgraduate education and university to employment can each produce a new drop-off.
Scholarships, mentorship, internships, placement support and alumni networks should be designed around these transitions rather than treating admission as the sole policy success.
The Change Ahead
Women’s rising participation in higher education is one of India’s clearer stories of social progress.
More women are entering colleges. Their Gross Enrolment Ratio is higher than men’s. Their presence in STEM and technical institutions is expanding. A generation of young women is reaching classrooms that may have been unavailable to their mothers.
The next question is more demanding. What happens to all that education?
Degrees must lead to intellectual freedom, research, employment, income and a stronger role in public and economic life. Otherwise, India risks building an impressive education pipeline that narrows sharply at the workplace gate.
The latest figures show that women are ready to study. Institutions and employers must now prove that they are equally ready for educated women.
